Former judge now subject of class-action lawsuit.

 Former Pulaski County judge Willard Proctor Jr. faces a class action lawsuit from probationers in his Cycle Breakers program.

In a six-page civil suit filed Monday in Pulaski County Circuit Court the plaintiff, Carl Euseppi, says probation and drug testing fees he paid to Cycle Breakers amounts to an illegal exaction.

His attorney John Wesley Hall says his plaintiff's claims "and the class members' claims go back to the start of the fees after Proctor took office in January 1, 2001."

Proctor's creation and involvement in Cycle Breakers led to his removal from his judicial office by the Arkansas Judicial Discipline and Disability Commission in January 2010.

Stodola to run for Re-election as Mayor.

 Little Rock mayor Mark Stodola has announced he will run for mayor re-election in November and will not run for congress.  

Also Monday, Public Service Commission chairman & former North Little Rock city attorney Paul Suskie also announced he will not run for Congress.

The first-term mayor gave credit to the Little Rock Board of Directors, the city’s more employees and the development of neighborhood partnerships throughout the community as the drivers of Little Rock’s success.

New jackpot game gives second chance to hit it big.

 Sunday was a historic day for the lottery, not just here in Arkansas, but across the country.  For the first time ever states are allowed to have two multi-state jackpot games instead of just one.  Arkansas already had Powerball but Sunday Mega Millions added to the mix.

Brett McCormack played Mega Millions when he lived in California but never here until Sunday.  He said, "Somebody wins, right?" 

Sunday, Arkansas and several other states that just had Powerball before started offering Mega Millions tickets.  And some Mega Millions states went to Powerball too.  They cost $1 each and you can add a Megaplier option for a dollar more to increase your winnings, very similar to Powerball's Powerplay option.

Henrietta Lacks’ ‘Immortal’ Cells

Medical researchers use laboratory-grown human cells to learn the intricacies of how cells work and test theories about the causes and treatment of diseases. The cell lines they need are “immortal”—they can grow indefinitely, be frozen for decades, divided into different batches and shared among scientists. In 1951, a scientist at Johns Hopkins Hospital in Baltimore, Maryland, created the first immortal human cell line with a tissue sample taken from a young black woman with cervical cancer. Those cells, called HeLa cells, quickly became invaluable to medical research—though their donor remained a mystery for decades. In her new book, The Immortal Life of Henrietta Lacks, journalist Rebecca Skloot tracks down the story of the source of the amazing HeLa cells, Henrietta Lacks, and documents the cell line's impact on both modern medicine and the Lacks family.

Obama unveils $3.8 trillion budget.

WASHINGTON (CNNMoney.com) -- President Obama revealed a $3.8 trillion budget for 2011 on Monday that tries to balance two competing goals: continued government spending to boost the fragile economic recovery and controlling the nation's deficit.

"We simply cannot continue to spend as if deficits don't have consequences, as if waste doesn't matter," Obama said at a White House presentation. "It's time to save what we can, spend what we must and live within our means once again."

The budget assumes that the nation's unemployment rate will average 9.2% in 2011 and that the nation's gross domestic product grows by 3.8% next year. It also assumes that some sort of health care reform legislation will pass.

Included in the massive package are $53 billion in tax cuts and $50 billion job-creating measures, including small-business tax cuts, as well as new investments in green technology and infrastructure programs for work on roads and bridges.

The budget proposes new tax breaks and incentives for small businesses that hire new employees or boost wages, which would cost $30 billion. There would also be tax breaks for small businesses that make new investments.

Scout takes comfort in Haiti relief work.

Léogâne, Haiti (CNN) -- Joanie Yestin walks through a small alleyway to what used to be home, now a pile of concrete and crushed belongings. A plastic flower arrangement still hangs on an exterior wall that didn't collapse in the earthquake. One wooden bathroom cabinet survived. 

 

 

Standing amid the rubble, Yestin, 23, recalls that horrific day: She had just returned home from her job as a secretary at Léogâne's Cool FM radio station and was preparing to take a bath when the earth started rumbling. She rushed out in time, stood with her mother and watched showers of concrete.

When the ground became still, she went back in to search for her father. A block had fallen on him. He died almost instantly.

After she buried him, after she found a small plot of land outside a local school to set up temporary shelter, Yestin thought about what she might do to mend her broken soul, her broken nation.

She put on her salvaged Girl Scout uniform -- a tan cotton blouse and skirt and a green scarf twisted around her neck.

Yestin, like many of Haiti's almost 10,000 Boys and Girls Scouts, decided to contribute her share to the earthquake relief effort.

"It's important to have Haitians involved in the recovery," said Georges Clement, the Scout leader in Léogâne. "We want to help."

Obama's anti-terror policy is a mess.

Washington (CNN) -- It took the United States government 18 months to capture Khalid Sheikh Mohammed -- and seven years to figure out what to do with him.

The Bush administration wanted to try the organizer of the September 11, 2001, terrorist attacks before a military tribunal in Guantanamo Bay. The Obama administration rejected that plan and decided instead on a civilian trial in federal court in lower Manhattan.

Whoops.

New York officials balked: The trial would snarl traffic, impose huge security costs on the city and incentivize terrorists to strike again while world media were conveniently concentrated on the spot.

The public balked too. Even in liberal Massachusetts, voters have rallied to the Republican anti-trial message. Scott Brown's campaign hammered the theme: "Our tax dollars should pay for weapons to stop terrorists, not lawyers to defend them."

Mayor Michael Bloomberg's opposition and Scott Brown's victory have upended the administration's plans.

So now it's back to the drawing board.

Inventor unveils $7,000 talking sex robot.

Las Vegas, Nevada (CNN) -- To some men, she might seem like the perfect woman: She's a willowy 5 feet 7 and 120 pounds. She'll chat with you endlessly about your interests. And she'll have sex whenever you please -- as long as her battery doesn't run out.

 Meet Roxxxy, who may be the world's most sophisticated talking female sex robot. For $7,000, she's all yours.

"She doesn't vacuum or cook, but she does almost everything else," said her inventor, Douglas Hines, who unveiled Roxxxy last month at the Adult Entertainment Expo in Las Vegas, Nevada.

Lifelike dolls, artificial sex organs and sex-chat phone lines have been keeping the lonely company for decades. But Roxxxy takes virtual companionship to a new level.

Powered by a computer under her soft silicone "skin," she employs voice-recognition and speech-synthesis software to answer questions and carry on conversations. She even comes loaded with five distinct "personalities," from Frigid Farrah to Wild Wendy, that can be programmed to suit customers' preferences.

"There's a tremendous need for this kind of product," said Hines, a computer scientist and former Bell Labs engineer.

Roxxxy won't be available for delivery for several months, but Hines is taking pre-orders through his Web site, TrueCompanion.com, where thousands of men have signed up.

‘Sexy’ 6-Foot Sculpture Nude IV Is Made of Typewriter Parts.

 Jeremy Mayer spent more than 1,400 hours at the typewriter in the past year, but he wasn’t banging out a sci-fi novel. Instead, he was building Nude IV, aka Delilah — a 6-foot-tall sculpture made entirely of typewriter parts.

“It took over a year to make, and I’ll probably only make a few more in my lifetime,” said Mayer, the 37-year-old artist who lives in Oakland, California. Mayer’s creations have been displayed at the Nevada Museum of Art in Reno, Device Gallery in San Diego and Ripley’s Believe it or Not museums. (Wired.com profiled Mayer and his work in 2008 with a gallery: “Typewriters Morph Into Creepy Sci-Fi Creatures.”)

Mayer uses vintage typewriters in his intriguing artwork, carefully taking them apart and then recombining the mechanical pieces into anthropomorphic sculptures. Parts from about 50 typewriters went into making Delilah, said Mayer, who took inspiration from a friend’s artwork as well as the Bible when choosing a name for his latest creation.

“I was kind of inspired by my friend Brent Clifford’s paintings of robot women in very sexy reclined poses, and wanted to do sexy without slutty — a pose with strength and dignity but definitely with a sexually charged presence,” he told Wired.com in an e-mail interview. “So in that vein I named the most recent piece, Nude IV, Delilah. It was not only a meditation on the story of Samson and Delilah, but also named for the woman who modeled for the piece, Delilah Brown.”

    The German automaker unveiled the second iteration of its sweet electric concept here at the North American International Auto Show. It is sleeker, simpler and less powerful than the concept first seen at the Frankfurt auto show in September and then at the Los Angeles show last month. But it looks less like a concept designed to wow journalists and more like a production car designed to attract buyers.

Taylor Swift's Big Grammy Fumble & Other Memorable Moments.

 While every televised event is prone to plenty of unplanned moments, the evening's award for most Grammy gaffes has to go to the night's big winner, America's country sweetheart Taylor Swift.

Swift set the blunder bar high during a particularly off-key duet with industry veteran Stevie Nicks--who herself seemed to struggle with hitting the high notes. But in what was undoubtedly the clumsy climax of the evening, butterfingered Swift broke one of her Grammy trophies. While attempting to pose with all four of her awards for photographers backstage, the 20-year-old songstress dropped one of them, smashing it into pieces.

Taylor's night might have been salvaged by her Album of the Year win, but seeing Beyoncé's disappointment written all over her face and the look of outright disdain from Lady Gaga likely put a damper on her big moment.
